A White House/legislature party divide would mean that Trump’s fights would be focused on what he can control (agency regulations and appointments, tariffs, global affairs) rather than on what he cannot (taxes and spending).

Further, while he will undo Biden’s green and diversity initiatives, he will not overturn investment initiatives that have created jobs, notably in Republican counties.
