I think this idea is a pipedream, smoked in some of he money peoples' boardrooms. It's no longer about the devaluation in purchasing power of nations holding US treasuries as reserves; that's just the excuse everyone is giving for not wanting them; everyone except those in servitude to the US. The real reason why the gold bond won't work is the weaponisation of the dollar; an act that cannot be backed out of, ever IMO. As a result of that one perfectuly stupid act, every currency on the planet is now potentially a weapon, including metals of all sorts, as we have seen lately. I don't think anyone is going to care if President Tump declares XYZ country a currency manipulator, when he is blatantly doing the same thing. The powerful nations with proper armies and advanced weapons ssytems are going to suggest, "sue me" and if you want a fight, "bring it on". As to the golden bond, does anyone seriously believe that physical gold bars will be handed over to the 50 year creditor at maturity? This is yet another gimmick coming from the money people, and no one is buying it.
